Merge branch 'release/0.4.0' into production

* release/0.4.0:
  add release version in changelog, update conf.py
  implement new tasks for website hierarchy
  remove Django dependencies as they are not used
  add new route 'web' for web server configuration
  implement viewmixins.StaffOrSelfLoginRequiredMixin
