Start work on XML-RPC functionality

* provide an XMLRPC server start script (bin/gvaserver) (addresses #5)
 * encapsulate XMLRPC visible code in gnuviechadmin.xmlrpc.XMLRPCFacade
 * start implementation of authkit compatible Users implementation
   gnuviechadmin.xmlrpc.users.GVAUsers (addresses #17)
