Fix tests for Python 3
- drop Python 2 __future__ imports
- fix tests to handle new Django and Python 3 module names

Add tests for userdbs app
This commit adds a set of unit tests for the userdbs app. Some tests
will fail because a refactoring to signals comes with the next commit.
