add dashboard app

- add new dashboard app providing dashboards for anonymous and logged in users
- cleanup gnuviechadmin.urls:
  - import dashboard.urls and include dashboard_urls at URL root
  - import authentication urls and include them below /auth
  - remove generated commented code
