- add staff user view create_hosting_package
- add hostingpackages.forms.CreateHostingPackageForm
- add hostingpackages.views.CreateHostingPackage
- add link for staff users on user_dashboard page
- add url pattern
- TODO: implement saving the hosting package, update docs
