work on SQLite support (fixes #9)
  * correctly handle unicode output of SQLite (gpgmail.py)
  * only use schema for PostgreSQL databases (settings.py)
  * make SQLite and PostgreSQL mandatory (migrate.cfg)
  * add SQLite SQL to database version 1 of dbrepo
